Environmental
Effects:
As
a class, fluorinated organic compounds are resistant to microbial
degradation and photolysis.
The
estimated volatilization half-life from a model pond is 107
years if adsorption is considered. An estimated BCF of 500
suggests the potential for bioconcentration in aquatic organisms
is high. |

Largest
Pesticide Penalty in New York State history - $950,000 - against
S.C. Johnson for illegally distributing unsafe sulfluramid
roach baits.
According
to Attorney General Spitzer. "This product was marketed for
home use and was labeled as child resistant when it was not."
"... According to an EPA assessment, if a child ingested
the bait, he or she could suffer irreversible reproductive
damage, and boys could be rendered infertile."

In a "Significant New Use Rule" - published in
the Federal Register,
EPA states:
All
pesticide products containing sulfluramid
are under a specific timeline to
be phased out by 2016. The pesticide products that
are registered are for use in a variety of enclosed termite,
ant, and roach bait stations. These products are pre-filled
and sold only in child-resistant packaging.
Products containing sulfluramid have not been registered
for food or crop uses.
Update: On Oct 29, 2008, EPA released a mostly usless review document on sulfluramid (see Federal Register entry below). They stated that the sale of the current 7 sulfluramid products will end on December 31, 2013.

Negotiated
phase-out of sulfluramid and LPOS pesticides
-- The Agency [EPA] has succeeded in negotiating a phase-out
of pesticide products containing sulfluramid
or LPOS (the active ingredient) with the following companies:
Griffin L.L.C., FMC Corporation, Chemsico, S.C. Johnson
& Son, Inc., and Whitmire Micro-Gen Research Laboratories,
Inc. These chemicals are in the same chemical class as the
perfluorooctyl sulfonates (PFOS related) which 3M Company
announced last year it would be phasing out of its product
line (May 16, 2000). The Office of Pollution Prevention
and Toxics (OPPT), has been working closely with the non-pesticide
applications of these chemicals to promote product stewardship
and responsible environmental management with the user community.
In large part driven by the long half-life
of these chemicals, EPA has concerns related to reproductive
effects and to ecological effects from either the purposeful
use or the inadvertent exposure to the environment of these
products. Sulfluramid and LPOS are formulated in
bait stations for the control of ants, roaches, termites,
wasps and hornets in and around homes. The registrants associated
with these products are interested in product stewardship
ideals and, therefore, have agreed to either immediately
voluntarily cancel some of their products or agree to a
time line under which these products will be phased-out.
Of most interest to OPP is the fact that there will be no
new sulfluramid stock produced from which to manufacture
more of these products/baits. OPP views this negotiated
phase-out as a win for human health and the environment.

Sulfluramid Registration Review Final Decision; Notice of Availability. This notice announces the availability of EPA's final registration review decision for the pesticide case sulfluramid.
Title of Review document:
Sulfluramid. Proposed Registration Review Final Decision. Registration Review Case 7411. June 2008.
Steven Bradbry, Ph.D., Director, Special Review and Reregistration Division.
[Docket No. EPA-HQ-OPP-2007-1082-0012]
PAGE 4: Sulfluramid (N-Ethylperfluorooctanesulfonamide) is a perfluorinated compound, whose major degradate is perfluoroctylsulfonate (PFOS). Sulfuramid is currently only registered for use as a termiticide in pre-filled bait stations (including perforated tubes and stakes) that are placed around building perimeters (residential, food establishments, and other institutions) to manage termites. All products containing sulfluramid must be contained in child-resistant packaging (CRP). In 2001, the Agency completed human health and ecological risk assessments for products containing sulfluramid. Because of the potential toxicity concern resulting from bioaccumulation of PFOS in animals, as well as evidence of developmental and reproductive effects in toxicity studies, EPA negotiated with the technical and end-use registrants a phase-out of products containing sulfluramid, with all registrations set to expire by December 31, 2016. Additionally, all affected registrants agreed to discontinue producing any additional sulfluramid manufacturing-use product (MUP) and the acquisition or importation of any additional sulfluramid into the U.S.
At the beginning of the registration review process for sulfluramid, which began in 2007, the technical registrant had indicated that they exhausted their supply of technical sulfluramid. After holding discussions with the end-use registrants, the Agency renegotiated the phase-out terms for all remaining product registrations to expire by December 31, 2012. End-use registrants will be permitted to sell existing stocks for one additional year after the expiration of the product registrations. Currently, there are seven remaining registered end-use products that contain sulfluramid as an active ingredient. The Agency issued the product cancellation order for the last remaining manufacturing-use product registration on May 16, 2008.

In the sulfluramid human health assessment, available information showed that sulfluramid rapidly metablizes to PFOS. PFOS cannot be further metabolized, and is excreted extremely slowly from the body. PFOS accumulated in various organs, primarily in the liver, and recirculates enterohepatically. Although exposure to PFOS was not directly associated with toxicity effects, EPA had concerns with the persistent systemic bioavailability, which can be up to several years. Evidence of developmental and reproductive effecgts was also seen in available sulfluramid toxicity studies...
