AGENCY: Environmental Protection Agency (EPA).
ACTION: Notice.

SUMMARY: This notice announces receipt of applications to register
pesticide products containing new active ingredients not included in
any previously registered products pursuant to the provisions of
section 3(c)(4) of the Federal Insecticide, Fungicide, and Rodenticide
Act (FIFRA), as amended.
DATES: Written comments, identified by the docket control number OPP-
30482, must be received on or before November 19, 1999.
ADDRESSES: Comments may be submitted by mail, electronically, or in
person. Please follow the detailed instructions for each method as
provided in Unit I. of the ``SUPPLEMENTARY INFORMATION.'' To ensure
proper receipt by EPA, it is imperative that you identify docket

1. File Symbol: 38719-T. Applicant: BOC Gases America, 575 Mountain
Ave., Murray Hill, NJ 771-1375. Product name: ECO<INF>2</INF> FUME
Fumigant Gas. Insecticide. Active ingredient: Phosphine
(PH<INF>3</INF>) at 2%. Proposed classification/Use: Restricted. For
use against insects which infest nonfood commodities and structures.
Type registration: Conditional.
2. File Symbol: 100-OLL. Applicant: Novartis Crop Protection, Inc.,
P.O. Box 18300, Greensboro, NC 27419. Product name: Flagship.
Insecticide/Miticide. Active ingredient: Thiamethoxam 4H-1,3,5-
oxadiazin-4-imine, 3-[(2-chloro-5-thiazolyl)methyl]tetrahydro-5-methyl-
N-nitro- at 25%. Proposed classification/Use: None. For foliar and
systemic control of insect pests in greenhouses and ornamentals. Type

name: Eminent 125SL Fungicide. Fungicide. Active ingredient:

classification/Use: None. Eminent 125SL is intended for the control of
