Tolerance Reassessment Decision (TRED); Notice of Availability for Public Comment. EPA has issued its Report on Food Quality Protection Act (FQPA) Tolerance Reassessment Progress and Risk Management Decision for fluazifop-P-butyl, known as a TRED, as well as related technical support documents. EPA must review tolerances and tolerance exemptions that were in effect when FQPA was enacted in August 1996, to ensure that these existing pesticide residue limits for food and feed commodities meet the safety standard established by the new law.

Notice of Availability of Risk Assessment(s) (Phase 3 of 4-Phase Process).

The documents in the following Table were cited in this Federal Register. Fluazifop-p-butyl's major metabolites of conern have high mobility and long persistence in water (78-day hydrolysis half-life at pH 7) and anaerobic soil (half-life 1 to 3 years). The estimate for total domestic use (annual average) is approximately 250,000 lbs. active ingredient. More than 90% of fluazifop-P-butyl’s total usage is on soybeans (75%) and cotton (21%). The results of animal studies have show serious effects on the bone, testes, kidney, etc. In a rabbit developmental study, multiple anomalies, cleft palate and several rare conditions were cited with the comment: "Since individual animal data was not submitted, this incidence in litters could not be verified." The uncommon conditions reported:

Acephaly: literally means absence of the head. The acephalic fetus is a parasitic twin attached to an otherwise intact fetus. The acephalic fetus has a body but lacks a head and a heart; the fetus’s neck is attached to the normal twin. The blood circulation of the acephalic fetus is provided by the heart of the twin. Cebocephaly: A facial anomaly, characterized by a small, flattened nose with a single nostril situated below incomplete or underdeveloped closely set eyes. Ref: http://www.icomm.ca/geneinfo/cephaly.htm

Gastroschisis: is an abdominal wall defect located to the side of the umbilical cord (umbilicus). The infant is born with intestines protruding through this defect and no protective sac is present.
