October 2005: The Svalbard archipelago in arctic Norway receives considerable semivolatile organic contaminant (SOC) inputs from the atmosphere... The surface sample also had highest concentrations of pendimethalin (herbicide, 18.6 ng L-1) and flutriafol, the lone observed fungicide (9.6 ng L-1).

"ICI introduced flutriafol in 1981. Since its introduction the compound has attained an important position in the global fungicide market, where flutriafol products have proved effective in controlling a vast number of diseases affecting a wide range of crops.
 
In April 2001, Cheminova acquired the global flutriafol business from Syngenta, including all of the rights, know-how, registrations, and trademarks for the product. Today, Cheminova sells the product throughout the world as a foliar application product for cereals and other arable crops, as a microgranule product for use in coffee and maize and as a seed treatment product for the control of major seedborne and soil-borne diseases in cereals. The foliar products are mainly marketed under the well-known trade name Impact® whereas the seed treatment products are sold under the trade name Vincit®."

Request for Emergency Exemption. EPA has received a quarantine exemption request from the
Minnesota and South Dakota Departments of Agriculture to use the pesticide product flutriafol (Impact 125SC), (CAS No. 76674-21-0), on soybeans to control Asian soybean rust. The Applicant proposes the use of a new chemical which has not been registered by EPA. EPA is soliciting public comment before making the decision whether or not to grant the exemption.

-- Flutriafol has a low toxicity to mammals, birds, and insects (see Appendix 5, this addendum). Flutriafol may be toxic to fish and aquatic invertebrates. In Minnesota the endangered Higgins Eye and Winged Mapleleaf mussels are found in the St. Croix River between Minnesota and Wisconsin. The counties adjacent to the St. Croix River in Minnesota account for less than one percent of the total soybean acres and are not in the primary soybean production areas of Minnesota. It is not likely that flutriafol would reach the mussel habitat and would not be expected to be continuously or recurrently present in water as a result of use under this exemption. The endangered Topeka shiner fish live in small to mid-sued prairie streams and is found only in sub-watersheds of the Missouri River basin. In Minnesota, this includes the counties of Lincoln, Murray, Nobles, Pipestone, and Rock. To mitigate risk to Topeka shiners from use of flutriafol under this sec. 18, the Minnesota sec. 18 flutriafol use directions would include a statement 'To prevent risk to the endangered species Topeka shiner, flutriafol should not be applied in Lincoln, Murray, Nobles, Pipestone, or Rock counties if heavy rainfall is imminent." Based on the above discussion, the use of flutriafol under this exemption would not be a risk to threatened and endangered mammals, birds, insects, fish or aquatic organisms in Minnesota (pp 28-29).

-- Cyproccnazole, metconazole, flusilazole, prothioconazole, and flutriafol are triazole fungicides. EPA is evaluating the toxicological significance of triazole metabolites 1,2,4-triazole, triazolylalanine (TA) and triazolylacetic acid (TAA). Of the three metabolites, only 1,2,4-triazole can be considered toxicologically significant and EPA has identified developmental toxicity as the endpoint of concern. An industry Triazole Task Force has submitted worst-case studies (Appendix J, original submission) to EPA demonstrating a reasonable certainty of no harm for 1,2,4-triazole stemming from triazole detivative fungicides for food only, as well as for food and water (p 29).

-- The manufacturers of flusilazole (Punch) and flusilazole + famoxadone (Charisma) -DuPont Crop Protection, Inc.; and, flutriafol (Impact) -Cheminova, are aware of and supportive of this request. Letters of support and draft labels for soybeans have been received (Appendix 3, this addendum) (p 30).

-- This request is the first request for the use of each of the requested products; Alto, Quadris Xtra, Caramba, Headline-Caramba, Operetta, Punch, Charisma, JAU 6476, and Impact on soybean by all states (p 30).

-- Flusilazole - DuPont is actively pursuing registration of flusilazole on soybeans. See Appendlx 1. this addendum for studies on product chemistry, toxicology and ecotoxicology, environmental fate and residues (p 30).

-- Flutriafol - Cheminova will submit its first application for registration of flutriafol to EPA this summer. Field residue and processing studies on soybeans in the U.S. are underway (p 31).
